It certainly doesn't receive as much marketing and hype as Skyrim/MW3 for instance.
Hell, none of the Assassin's Creed games had preload available, and they are a pretty known brand with lots of marketing behind it.

Nope, UK was the only one officially announced in the first place (others were just guesses by Amaon.com) and the date hasn't changed on Steam or retail for the UK since the 18th was announced.
