My framerate just went in the toilet. I have been playing for hours, gone many places, no issues.
I just started the red guard woman quest by talking to the woman.. after I left the inn, the framerate in the city just tanked. despite it being fine a few minutes earlier. Into dragonsreach, framerate is fine. Come back out, still sucks
fast travelled to the cave, no problem, frame rate is fine.
Go into the cave, its okay. Clear the cave, come back out, now the exterior world is tanked. So now both the exterior world (despite fast travelling around) is tanked as is that city.
is there a cache or something I can clear to fix this?
Yeah, Winterhold is a shithole. It's got like two shops or is it one? Totally useless place aside from the College.
It is like that, it's not a game issue.
You can read it from books, where it is explained that despite the fact it is a tiny and poor village it took the name of the region and become it's capital city.
That's Windhelm or at least I think you meant Windhelm (Whiterun? Solitude is sort-of the capitol though.), Winterhold is the small remains of a city after the sea of ghosts washed away most of the town. (As a result of the Vvardenfell incident with Red Mountain.)
(And now only really of interest due to the Mage faction having their hold there.)

where I did the ritual to become a werewolf, I then woke up in a forest where Aelia was my follower for the time of the quest.
But, after the quest she left and now I can't find Lidya, who was my original follower.
If you have bought the house at Whiterun she should be in.
If not try at the Jarl's Palace.
If both those don't work and she is not there after you rest/sleep for a few hours you can try the following console command:"player.moveto a2c94" (source) which will make you fast travel to her location.
Apparently she can get stuck if you ask her to leave while in a location she can't properly path away from (sometimes).
Finally visited winterhold, and I must say that with most of the supposedly "major cities" on this game...

Wins by default though(and because it was larger before the GC), don't think that there's any other settlement in that hold.

I'm still on a break from Skyrim at the moment. I emphatically love the game.... but I've got sixty+ quests underway and I've still only explored four towns; Whiterun, Dawnstar, Riverwood and Riften.

It is a game issue, has been ever since Morrowind. The so-called cities in pretty much every modern RPG out there are pathetically small.
Can't wait for the day when we can have proper cities again, like in Daggerfall:
Tried out the new "SkyrimEnhancedShaders HDRv1" and...
I don't really know what to think of it. Sure, the lighting looks great now but everything else gets a bit too saturated and sharpened for my taste. Especially when you look at some vanilla textures. You can see how bad they actually are. Also FXAA doesn't seem to do it's job when I activate it via Shitft+F12.
If anyone tried to play it these days, their heads would explode Quest from the Dark Brotherhood to assassinate somebody - all you're told is the location and a defining characteristic of the mark. That's it. Off you go.
Fucking. Epic. Even just watching that video makes me feel all nostalgic (zomg! rose-tinted glasses!!11) for the Daggerfall days.
(yes the "anyone" includes me too, despite the fact that I put countless hours into Daggerfall when it first came out, loving almost-every minute of it )
