I have a verified paypal, used to move a lot of money some years ago, opened it up again, add a new card, verify it, update everything, try to send a paypment, Transaction cannot be completed... 2 times, third time try to pay 1 dollar only (Paying US dollars to a Canadian guy)
and i get my fucking account limited, saying that someone logged on, to check everything, to change password DID IT, change question DID IT, go to resolution center, everything needed is completed and check, STILL LIMITED
Wtf is this bs.... anyone knows? Tips? etc?

You need to add a bank account, credit card, and SSN iirc.

Its a international account, its registered in my country, (Dominican Republic) ive bought stuff and payed over $+500 before
FUCK ME just when i get all the engine parts for my car. FUUUUU

Just call them on the phone. I had to call them last week because somebody tried to buy my ebay item with a stolen credit card and the transaction randomly got locked without giving me a clue as to what the reason was. And I was getting angry messages from the buyer because I dont ship items until payments clear. I couldn't even refund the money because it was locked. Several days went by and no word from PayPal just locked funds. After I called them, they explained to me in detail what happened and took care of the problem immediately
