No one can guarantee you this or that. You just need to test it yourself and see how it works on your own configuration. It's not THAT hard to test it, isn't it? Nowadays most people have at least a dual-boot with W7 if not ONLY W7 as main OS.
I stated this as a clear fact due to the personal experience with the Gamebryo engine. Fallout 3, F NV, Oblivion and Skyrim all run better for me on Win7.
To sum up, I am pretty sure the game runs better on Win7 than on WinXP. Heck, even The Witcher 2 has 2 extra FPS under 7. But it ain't all bells and whistles. Windows 7 has a different way of managing input devices (mouse) and I am experiencing indeed slightly improved frames per second but there is a downside: input lag. But this is another matter. Still trying to figure out a way to fix it (a solution might be here: http://donewmouseaccel.blogspot.com/2010/03/markc-windows-7-mouse-acceleration-fix.html - only works partially for me though).

Anyway, just enjoy your game on whatever OS you prefer mate. Tbh I'd rather play all my games on WinXP (games generally seem more responsive) but I see that this choice is more and more limited.
Oh and another argument to support my "clear statement" - that didn't come out of my ass (as you very, very subtle implied it ) - is that a good friend of mine has a Cyber Cafe with over 100 PCs and tons of hardware configurations. Over there too Win7 seems to be more and more favored by clients that play SP games. (When it comes to MP it matters less, as older games like CS 1.6, CS.S, DoTA and MMO's are still very comfortable with XP.)
