I don't think consoles "bought" them. As we all know AW started as a Vista exclusive and open world. THey said themselves that open world part was a mistake on their end to say it so soon, a psychological thriller game + open world don't go along well. Since it was Vista exclusive, MS was probably in it from the start, remember, this was in 2005. BUT, then Xbox 360 got released and then PS3 and exclusive titles started pouring on PS3. So, MS probably decided to take AW and make it exclusive to X360 as a console seller.

First, the problem was, that AW didn't launch on PC - now the problem is, that it launches two years later and costs 30 bucks.
There's no pleasing some people. I for one am happy it launches on the PC at all. How many other developers launched exclusives on PC later on (to please fans)? I know of only a very few.

Not only that, but a proper port with a bunch of settings, fov settings AND like you said, for 30$. Do you think the game would cost 30$ and have all this if MS published it on PC? No, it'd be a quick port, with no options and it would cost 49.99$/euros.
