I don't have any input to my tv at all (apart from 360/ps3/dvd player) and I don't miss it at all! no poxy adverts or crappy X-factor nonsense (TV in my opinion is there to make me laugh and educate me, not to turn my brain to mush). Everything I want to watch I download.

If you own a device capable of receiving and displaying over the air broadcasts then yes, you must pay. However, a PC is not capable of this nor is a monitor. Having internet is not a qualifier. If you watch the bbc online streams you are liable for it though.
So I don't pay it. Don't have a TV. Nor do I ever watch BBC streams.
As for the whole "if you're not watching TV as it's being shown, then you're not liable" claim of theirs; it's bullshit. I never used to watch TV broadcasts, instead watched movies/games and used downloaded media -- yet their enforcement officer didn't take that as fact and I was still forced to pay the license.

Same here in Croatia, as long as your own any form of TV or radio (even car radio) you need to pay the license fee. I'm not sure if they count PCs yet.

Actually no, I squared this with the TV license sharks and they have ok'ed it, albiet grudgingely

It has recently become mandatory here as well, 110€ a year to watch the stunning italian tv xD They desperately need the money to fix years and years of broken and corrupt government :S

Ive worked in the inner circle of the biggest internet company in Denmark and at one point my departments boss, was called upon making up for a bad year - so we came up with an tv encryption fee, because most direct competitors had one, we could as well was the reasonin. Well we were tv-ip, so we didnt encrypt - that didnt stop the fee tho
And ya in Denmark its normal one pays about 20% of subscription fee to be able to record
