There was some small bullettime in one of the coop demo videos. Not sure about fully xray shots.

The demo files had the mission placed at the end of the game but it could also mean it's stand alone, I assume you can shoot and kill the guy but maybe it's meant to miss and he gets away like in the demo sequence of that mission which was shown earlier when he reached the train and fled.
