Yes, it will likely use the same protection as GTA 4.

Damn, caved in and bought a GTX 670 for this. Hope it's worth having to live on a steady diet of moss, mildew and rainwater for a month.

Interesting (or not) thing : the BIK in the PS3 version are sadly the same size as the 360 version. One would think they'd fully use the bluray size to make better quality BIK on PS3, but I guess they didn't really care. The game is "only" 14GB on PS3, so same size as the 360 version.
Now, will the PC version use the same BIK ? Time will tell !

So, the scene is playing Diablo? (or trying all day to actually login)
I used to be a knee like you. Then I took an adventurer in the arrow.

Arkham City PS3 didn't have better video files either, the PC did however.
Chances are that they have bandwidth problems with the BluRay drive on the PS3 and can't stream higher quality videos WHILE they load the next level.

I don't remember NeHoMaR but I think the delay was rather recent, kinda like Ubisoft shifting the PC release to always be a few weeks after the console one but I'm probably wrong and it was planned with a delay for the PC version from the start.
(More Q&A testing needed or just some final adjustments, could be anything even just marketing or a business decision to avoid competition of other titles releasing near the same date.)

They are further optimizing the stuttering, flickering, slow downs and high VRAM usage.

Was this using the RAGE engine from GTA IV?, I don't remember but I think it did.
(And the tennis game or what it was before it, ha ha.)
GTA IV certainly pushed things a bit too far for those trying to maximize current settings, I think Rockstar underestimated current hardware and of course there's likely some optimization issues but even after all these patches it still takes a very good PC to use those high settings at a good framerate.
Unsure how things will be here, I expect it to be much improved from what they learned with GTA IV and the smaller areas since it's levels / chapters instead of a fully open and dynamic world or well city though if they overdo the DX11 effects and such it'll probably be very demanding, no doubt using the highest settings will require a good rig.
(But that's just a guess, we don't really know that much about this.)
(LA Noire had it's own share of problems also like the forced framerate cap but it's a separate engine - or some such - and developer while Rockstar merely ported over it though no doubt things could have improved but similar to GTA IV it was patched up pretty well and then mods fixed some of the flaws such as FoV and framerate caps although it could probably be improved further if they wanted to spend the time and money to do so, probably not much of a benefit for them to do so unfortunately.)
