Yes they are! Hydro stated quite emphatically so, which means he must be correct since he spoke with such authority. Also, it's not possible to have 32GB of memory installed on home PCs, since the maximum physical limit is 24GB, unless - of course - your PC is at an office somewhere, then you're allowed to install more than 24GB. You have to write off to the motherboard manufacturer though, including photocopies of your employee identification card, they will then send you a program that unlocks the 24GB restriction .. but, again, only if you promise not to use that PC at home.

There aren't that many 64-bit games though and probably none whom are only 64-bit unfortunately.
(Thus ~2 GB of memory address space and up to ~3.5 - 4 with the LAA flag for 32-bit as I've understood it.)
