I have a Athlon II 640 and a 5770 and it still runs better than what you've shown in that video on full hd. You should check if it's not the OS or drivers etc. Do a complete check up or even reinstall.

At 0:49 we can see You have utorrent, steam and some other processes that I couldn't identify running and god knows what else, kill all that shit m8, you are running a heavy game (in a window) in ultra mode with a weak processor and several intensive processes at the same time, there are no miracles m8...
