finally got the game on steam working. seems valve fucked up the folder structuring and some files were missing...
info for anyone with the same issue:

2. edit registry install location
hkey local machine\software\wow6432node\rockstar games\max payne 3
add ...steamapps\common\maxpayne3\maxpayne3
3.Create a txt file in the c:\maxpayne3\maxpayne3\ folder, rename it steam_appid.txt . Open the file and paste the numbers 204100 in it, save and close it. (This should be the same folder as where the Max Payne 3.exe.
4. keep steam running, start game directly with maxpayne3.exe
steam overlay works in game normally |

anyone know what the comandline for vsync does?
Force VSYNC [0, 1, 2]; (0 equals Vsync Off)
is 1 double buffered, 2 triplle buffered, or is it standard and adaptive?
