Interesting, perhaps they don't use the more strict CEG protection then, come to think of it I didn't notice the exe change after the first boot.
(Steam adds a temp file to the folder and fuses it with the exe to customize it to you, I can't explain exactly how that works.)

You can just add ?cc=us to url since the dlc is free.
Edit: Doesn't look like it will download until the game is out, so this might be problematic if you intend on playing the game early, not sure if it will allow play while downloading dlc.
Edit 2: Yep seems to have messed up in the install, don't do this if you want to unlock over vpn :/
Edit 3: Phew, it looks like it'll continue without VPN as long as the download was initiated on VPN.

How did you manage to get the high-res DLC btw? Whenever I try to add it via VPN it just errors out. I can already play the game, but can't download the DLC for some reason.

I added ?cc=us to the store URL and installed it since it was free it didn't care about my region, so i wasn't using VPN at all.
But then i went to unlock the preload, but it won't unlock it until the game is fully downloaded(i.e. including HD Texture Pack), so currently i'm downloading that without VPN.
Unfortunately i got work in 5 minutes so can't check if it works until i get back home :/

Have you tried using the steam_appid trick? It usually shows you ingame even without VPN. It was the case with Deus Ex and many others.

Go to your Sleeping Dogs folder on Steam, create a file called steam_appid in Notepad, and put 202170 in it
