While downloading it's put in:
..\Steam\SteamApps\Downloading\<appid>
When downloaded it's in:
..\Steam\SteamApps\Common\SleepingDogs

You have to unlock it and unpack it when you connect via VPN, when you preloaded the gamefiles are in Steam/depotcache
There are 2 Sleeping Dogs related files there:
202171_depotcache_1.csd
202171_depotcache_1.csm

like everyone said, game runs smooth even on 4-5 year old systems and it looks really cool even on minimum because the amount of details is incredible

Sure, fire away. I'll answer any of your questions.
As, for the game, the european release is 17 august. I kind of convinced myself to buy this on the release day, but from a brick and mortar shop, if possible. If not, i'll get it through Steam, of course.

Retail would be cheaper, I use digital mostly because it's easier, cd-key shops and such are another possibility if it's a trusty source and well known or how to describe it but even so they can get blacklisted or how this system works.
Games have always been quite expensive here but digital stores even so manage to be a bit more expensive still due mostly to the Euro pricing standard, also for online retail stores here the shipping can be a bit slow and the retail stores nearby carry nearly exclusively console games and additions so they're not useful at all.
EDIT: I guess that due to the standard or at least what I see as normal price of games here I'm not too bothered with digital shops since they're only a bit above those, some publishers are a bit more hmm what to call it, attractive? than others and thus can set pricing as they like and still sell but retail prices are also slowly increasing again, though PC is still a bit cheaper than console titles.

Kind of the same situation here. But sometimes, you can get a good retail deal. I've got Deus Ex:HR from a retail shop at 20 euros. They've had a promotion at launch, though they didn't advertise much i still found out about it. That shop still makes such promotions from time to time (just not vastly advertised) and after the launch day, the price goes up with at least 10-20 euros, going near the normal launch price.

Yeah those situations are really useful, they're becoming a bit more popular to attract sales too although often it doesn't go for pre-orders or similar.
Never used them before but I got Darksiders 2 from THQ's online shop (Though digital.) due to that since for whatever reason they had cut pricing by 50% for their entire product line which included that so instead of ~45 - 50 (And USD instead of Euro) it was around 24 or so instead.
I guess it was a mistake but they never cancelled the order.
(EA sometimes had issues with their Origin store and some people got games for zero cost but I believe they removed those purchases when they noticed them and cancelled similar unfinished orders.)
EDIT: Unsure what to say about this game now to get back to that discussion, NPC conversations are pretty funny (herbal medicine and three hour hardness effect or some such, I only picked up parts of that discussion.) and marketplaces can be utilized for certain shops though most are just for view but the NPC still try to sell when you pass by.
(Including numerous bootleg cd stores.)
Also I wonder if I can run around just in the boxers and finish the game that way?
(Clothing stores sort-of group different attires into sets for various bonus effects - as does most pre-order extras which includes clothing.)

How much of a difference is there with graphics in DX10 vs DX11? I ask because I have a DX10 card. Would be nice to see what I'm missing or not.
1 and 2 are still amazing.

Not a lot I suspect. The only thing would probably be what AA is supported. Doesn't sound like they are supporting much in the way of fancy DX11 features.
