I have not read too much about BL2. But in BL1 i didn't like, that in public games many people used hacked weapons. Will it somehow be prevented in 2 ? My guess would be yes, because of Steam?

Don't quote me on this, but I think I saw an interview with Randy (I believe it was ) saying he actually encouraged the hacking (or modding as he called it) of weapons, so I don't think they've put any countermeasures for it.

It was pretty bad initially, yes, with some odd parts coming from various weapon types. In later patches they had some sort of check in place to prevent certain combinations from being used but as long as the pieces were "legit" it COULD be a weapon you can use from my understanding.
