It's not really about them being different games, but rather the fact that the average gamer doesn't have hundreds of dollars to spend on games - so some titles take priority. If someone wants both Dishonoured and XCOM *and* Retro City Rampage, but only has the money for two of those and isn't going to pirate... then it stands to reason they'd choose the two biggest first and then get the other one at a later date.

but each of these games costs 4 times as much as rcr. if i had the money to pay for both of them, then it wouldnt be a big jump to also pay the additional 15 bucks for rcr too.

This is just me thinking out loud but, why not if you really have to buy something, buy the cheap one and get the yarr version for the others.
That's US! Of course we'll yarr the ones we want but can't afford... but we're pirates. Unlike what the publishers would have you believe, pirates make up a minuscule amount of gamers in relation to legitimate ones and most people actually obey the law when it comes to piracy - usually buying one game a month, if even that much
Oh well. I'll get to play this AND Dishonored thanks to a, well-placed, birthday.
