It's definitely not Steam and from what I can find, it uses it's own MCGame installer, but no idea what platform it uses.
Although the comments from here seem to suggest that the max download speed for any 1 part is 40kb/s...
Would probably be easier just to torrent it.

I don't see the point in buying Steam Wallet credit codes, or putting money on a Steam account. It's much easier to just buy games with a debit card, and everyone over the age of 13 has a debit card.
