Ahhh... Then surely, it should have been 13:00 GMT + however many hours? Using GMT followed by local time without explanation isn't helpful (or, at least, it confused me, as shown by my comment) Smile

If they have the game disc (There's a need for a specific file from it.) and the pre-load manifest files match in version with that then it's possible to decrypt the data via Phoenix or SIS-Installer but I would assume the exe file is still missing.

EDIT: Yeah it sounds like it's just the data archive from the Steam pre-load, that's pretty useless.

It's pretty easy to check via Steam's store page, you can use country codes to see the various release dates and also costs or other restrictions. Smile
