From what I read on the forums 9pm PST(or midnight EST)
So download starts in about 16-17 hours.

depends on who you ask, the city size itself is a bit smaller than sc4. its the size of the medium lots, not XL lots anymore. But game play wise its just as deep, complex, and challanging as any Simcity was (and even a bit more in some aspects).
So if the online connection, not having the XL city size, and having to use origin isn't deal breaker, Id say get it.

Indeed. Hopefully it doesn't affect gameplay too much and/or they fix it (not holding my breath).
A little tidbit, according to EA Singapore the download will be "blazing fast if you are on fibre broadband!".

Hopefully if that what it is, its isolated and rare. Cant say in the 200+ hours I had in the beta I had that issue. So maybe its not common

Restart Origin. I'm downloading now: http://i.imgur.com/FJqXzvQ.jpg Won't let me download after disconnecting from VPN, though.
Edit: The Origin download size is 268.32MB.
