General training is what attributes you focus for training for your individual players - I generally leave this on balanced with average intensity and for my youth teams I use Fitness or ball control for about 6 month rotations.
Next option is Scheduling - put this slider all the way to the left for more match training until your tactics become fluid. Once Fluid you can move it over to the right. I generally go one notch off the right side once levels are fluid.
Match Training - Choose Tactics Only to get familiarity levels up quicker.
The option to train tactics on the General Training tab isnt for match/formation familiarity, its for tactical attributes for each players skills.

It doesn't start (at least for me)

PC restart fixed it. Starts fine. v13.3.3 for sure. Hope there wont be any bugs.

stopped working during loading between 2 matches in 4th polish league. wonder if its just because of addon or is it still not fully cracked. next try: no addons, 13.3 database and tottenham instead of marsian league

No need to wonder. It's because of the addon for sure. Uncheck it from the editor data and start a new game.

I used to do that all the time actually, for several of my local clubs, because the research was so piss poor, and it rarely changed from year to year. A bunch of retired players and staff remained, and noticable high(height) players, had often completely random stats. I mean so much BASIC research was just wrong, it seemed completely random. And some of the clubs I wrote for was not some obscure third division teams, its actually playable teams. Its like playing with a team full of regens, and the only thing that reminds you of the team\players are the names. Almost everything else is random and unrecognizable. How fun is that ? Its not, and it breaks immersion, I know thats not important for everyone but for me it is.
But guess what? I did not help a damn bit.
I never had any interest in playing fm13 after fm12, and no I won't download and play it, because I seriously doubt the research all of sudden changed this year.
But I do keep up with the scene, and I was aware that this game had not recieved a proper crack, and neither for coming patches. Which is very odd and disappointing. People complained and asked a lot on torrentleech.
And to assumptious assholes called Saner, yes the game may be worth it for you to play in the premier league(and rightly so they should recieve more research as they are WAY bigger) but I have no interest in that money league. So no you wrong.

I have the Norwegian league deactivated, but I don't think the research done there is as bad as you call it. I usually have fully activated England/Spain/France/Italy/Germany/Holland and sometimes Greece (it's my home country). Research in Greece is very good even in lower leagues. Football Manager sales here are on top every year and that's why SI announced a month ago that the game will be fully localized next year.

All i want to scout are players/kids that have at least a 4* rating for growth (potential).

add condition for that went you sent out scout to scout, potential x stars and more, or current ability x stars and more, was likethat in 12, should be same in 13
