If atm there is no difference between the RU and the ROW version (so everyone gets the same version now) then you're safe to buy it, it won't be locked since you're getting the ROW version. For example i bought Dark Souls before it was locked, i got the row version and it's still playable of course.
We need a russian to buy it, and if there isn't any RU or RU+CIS tags after the gifts name (in his inventory) then it's safe to buy it for now (this might and probably will change later on).

According to lolozaur there is not. I haven't bought it (yet), so i can't confirm.

Some games got region locked even the last day. For 24$ or so you have a ROW version, for me it's not worth the 9$ to have some russian version I can't use.

That is true, IF there is a RU tagged version. If everyone gets the same version now, your game won't be locked even if they decide to add a different version for Russians later on.

Bioshock Infinite is $20
and Dead Island Riptide is $18 (no info about region lock) or $24 for region free ROW at Plati.

i got my game with 11 tf2 keys which is around 15$
bioshock infinite for 20-23$ you can find on steamtrades, keys from amd bundle

Dark Souls and Borderlands 2 worked beautifully... hopefully we'll have some more info on this one soon
