I don't know much about these things but isn't these "gaming" 2 - 6 ms monitors using a overclock or what it's called to force it to be faster and the actual speed if that function was to be disabled is higher.
I forgot what the name is but to use a example my own monitor has three settings.
(Off, fast, faster or something.)
Thus 8ms with this panel type and the display resolution is actually pretty good.
(Saw something about people wondering why it was only 60hz as well instead of 85 or higher, apparently that's also very good but needs Display Port 1.2 to be achieved due to bandwidth requirements, DVI-D would be using 24hz if I read that diagram correctly.)
EDIT: Looks like the monitor is 10-bit as well.
(Give it a few years and this technology will be more standard and affordable, maybe also slightly better what with all the research into stuff like LED, OLED and all that.)

Yes it would look shit. On my Dell U2711, 1920x1080 looks absolutely shit.

Could maybe be alleviated slightly by using the monitor's or graphic card's screen scaling but then you would get black bars instead.
(And stretching the resolution would as you said look rather bad, I think it was a bit different with the CRT monitors but these need to be using native resolution.)

You are probably using display scaling. Enable GPU scaling in the nVidia settings and it becomes somewhat OK.
But still, that's not how you are supposed to use a high DPI display. DPI scaling is the correct method. Sadly, Windows is, and will remain, complete shit when it comes DPI scaling, especially when MFC and WinForms are involved. Add to the mix some stool sample UI toolkits like Qt, Java, etc, and you realize Windows will never support DPI scaling properly.
With WinRT, it's different, but no one really gives a shit about that.

Even I know that ips is miles better than tn.
I had tn for 5 years and now that I got my ips led backlight dell u2312hm I am astonished by it's quality, response times and viewing angles
pure 1080p on that thing gives pretty badly aliased screen tho. I need at lest 1440p downsample and ultra smaa, or 1080p 4xmsaa and smaa
