EDIT: Just to be clear. It would not be happening on StackOverflow but on a different external site.
If so how much?
Would you consider paying more if he would personally help you fix it by modifying your code?
Do you think this kind of service is needed?

Maybe you should also specify your currency in the poll. If it's shekel, I might consider paying 
On a serious note: Actually I wouldn't. And the system would be fairly complicated. Will you be able to post only one question? How to pay for follow ups? Will it start as "OK I have one problem", someone agrees only to find 100 problems but he already paid you only for one and you can't fix it with only a 10$ budget?
Sounds complicated and like it would generate a lot of angry professionals and dissatisfied clients :/

i found that no problem cant be overcome with some thinking/reading/experimenting...but time is an issue there. if i was doing a job for someone, with a deadline that i wasnt 100% sure i could figure the problem out in time, i would gladly pay someone a portion of my pay from the job for immediate help...but as PumpAction said, its rarely as easy as just getting a hand with something and moving on. it would be hard to do it so it was fair for everyone.

I answer StackOverflow questions for free, and so do other members. That's enough. All the other sites just fail. Experts Exchange?

0, there is usually someone on SE who answers for free, or guides me in the right direction, or just completly bashes me, and tell me I'm stoopid

There are 1,069,559 questions that do not have an upvoted answer in StackOverflow out of 5,163,355 questions.
I assume some of them are low-quality, but it's still a lot of questions. I had a few questions no one could answer even when I added bounty. Eventually I solved them by myself after a long time.
I think that sometimes questions do not get answered because, "answerers" just don't have strong enough incentives. What do you think?
P.S:
Experts-Exchange is a really awkward site that I don't really get how it still exists. You pay for subscription, just so you could see the answers and ask questions, but if you answer enough questions you get it for free. Why would you answer a question on Experts Exchange if you don't get anything from it and instead Experts Exchange makes money on your answer when there's a better alternative such as SO..
