Yes, but I was referring to that in general, outside of this incident. That guy picked on you gf and other people before, why hasn't anyone of those people, or anyone that lives nearby or knows the situation, notified the authorities?

You should be able to evaluate the situation, whether it a fight or flight situation.
Walking home with a bruise or two is not the worst thing than could happen to someone if the shit hits the fan. Life's not a game/movie/book and most people (especially the kind that would pick on you or your gf in public spaces) don't have a sense of honour/conscience.
