Am I the only one who thinks this that is pretty awesome? Games like GTA deserve grandiose epic ads just like big movies. I'm tired of games getting treated as second class citizen compared to other forms of entertainment.

I never said it did. However, that's 1 building in 1 city in 1 country. Now add in all the rest of their marketing across the world and you start to see why they blow so much cash.

You are completely ignoring the PS4/XBOX1 versions in your comment. We must first wait that consoles to actually release, then the GTAV versions for that consoles, then the months you say for the PC version.
BTW, that months we wait for PC versions of GTAs, are not development time, Rockstar just wait that time to first sell enough copies of console versions. The PC version of GTAV already exist, they have it installed in PCs on Rockstar, it's the first version every developer do. Go inside Nintendo to play PC version of Zelda.
