Naw, the trick is bullshit - if it worked we'd have heard about it by now - but the theory is sound. Hex editing EBOOTs is no problem when they're decrypted.

Probably because GTA4 introduced the euphoria engine, and "next-gen" graphics....and this just expands on both a tad.

I'm just more interested of the source of this trailer. Is this something that was leaked from the PSN pre-load? WTF did it come from lol. Either way, I don't want to see it for potential spoilers... but ya... that's just a bit weird to me...a 5 min trailer suddenly appears?

Those are actually the Series/Commercials and stuff like that from the Ingame TV Program, i just watched them some minutes ago myself and they are pretty hilarious, also 2 or 3 of them spoil some stuff ingame.
