Because when they announce the PC version before the release on X360/PS3 a lot less people would buy it.
Add into that the inevitable next-gen version of GTA V so they can charge some users twice/thrice (one for X360 because X couldn't wait, one for PC because of mods, one on PS4 because of exclusive DLC or something)

They don't give a crap and know that lots and lots of derpsole sheep will ALWAYS pre-order this game no matter what so... why waste their time trying to appeal to us  with a PC version, even one that actually isn't the most poorly coded crap that there ever was?

That's all it comes down to; fleecing the double-dippers.. and they count on it because people WILL buy the weaker versions first, then later the PC (or in this case, next-gen) ones later down the line. It sucks fucking balls but, egh, if people are willing to pay..

PC gamers are too smart for their sheeple-based policy, they are the kind of guise who buy games on sale, can you even imagine the loss.
I bet the high management at R* hates us, in a "why don't these losers buy a console instead of staying there ready to be trolled again like idiots" way.
They would happily ignore us completely if they could, but alas for them we're too many. They're like "okay whatever take the game you cheap bastards, just don't expect us to spend money to optimize it haha".

Not really, there are some people in here that already said that they will buy a PC version, maybe even pre-order it.
