Yeah I looked over the mods on TWCenter earlier today, I'm waiting a bit though until better tools come along so things can really pick up.
(Or at least from what I've read modding is pretty limited thus far.)

1. I never install games on C:, so where is this temp dir taking up 10 gig? It's certainly not in the install dir.
2. If it does indeed take 10 gig does it d/l this extra data? It took about 2 mins to install the patch, no popup from my firewall asking for access to d/l the patch data.
I went back to Shogun 2 and I'm having infinitely more fun. The performance is better, battles feel better, you can actually use some tactics, etc. I'm terribly bored of the setting but Rome 2 right now is not fun for me
The minimum req for this are Intel CPUs, a 2.6GHz single core or a 2.0GHz dual core.
I have a Core 2 Duo E6750 (2.66GHz) and the campaign map is 8-12fps or 4fps if forced to one core. Does CA really consider 5-12fps playable? What. The. Fuck. The GPU is sleeping, it's a 560. Battle performance is better, but still in global the game performs worse than the beta preview version of Shogun 2 I had to play.
I don't and won't expect it to fly, but their claims are bullshit.

Im not sure where these temporary files are located, probably your default temp folder but dont quote me on that.
It doesnt download any extra files, the patch is 21.8mb, what it does is patch files that are very much larger. most studios have a propietary method but most use a 'diff' algorithm that they run on the gamedata
Once they have the list of identical byte sequences, they just need to send the old and new offsets, the length, and of course anything that's completely new. On the receiving side, it's then a straightforward assembly of sorts. it copy the bits its need to keep from the old file, and fills in the new bits.
so if they have to patch a few of those .pack files 10gb is easily reached. Again this is not anything the patcher downloads, and the space will be returned to you after the patcher is done(or upon the next reboot)
Maybe it's the patch, but I just played as those british folks and so far the game looks and plays pretty well. Turns only take about 10 to 15s to complete. Battles can take an upward of 30 to 45s to load though. No graphical glitches, pretty much have everything set to ultra. Here are my specs:

i7 3770k cpu, amd 7870gpu, 16gb of ram, win8.
The further you get in the campaign turn wise, the longer the turns take to complete. By about Turn 40 you've got enough time to go out, have a sandwich, and repaint your house if you're feeling up to it. When you get done and back, the turn timer will just about be finishing up. Enjoy!

In my Rome campaign Carthage and Macedonia were destroyed before i even got to it and basically the whole map is small, almost 1 city factions fighting each other. Most of my fighting is coming from rebels since i have too much squalor
But yeah i'm seriously missing a proper superpower to fight with.
That campaign map may be even bigger game problem than performance. One that can't be fixed by patches. It is way too big and there are just too many small factions on it.
They planned an epic campaign where you start by fighting neighbouring powers and later encounter bigger and better adversaries. But it went completely wrong. For first, neighbours are always technologically behind you, so they pose no threat and conquering them is a tedious process thanks to them using dull units and another big problem, very slow campaign movement. Second, when you do grow enough to engulf neighbours, you are big enough to crush any bigger power. If they exist anyway.
