Yup. It was Verizon DLS. Had 1.5Mbps for a few months before I upgraded to 3Mbps.
Now have Verizon FIOS, which is a lot faster but trust me when I say this, there is plenty of people stuck with 3Mbps or less and there is nothing they can do about it.
Some people say he has an unfinished version of the game which was the reason that there was no one inside the car in the car damage video.
Not to mention you can see that the ragdoll is still here in this vid:

His case looks pretty official / legit..so i doubt it's a unfinished version..maybe it's a glitch..or maybe since he got banned, they released an update for the game, which he cannot download anymore
