they did say no PC in more explicit way for RDR. and so far indeed no PC. there might be PC version soon for it but a way far then GTA5 will.

Games for Windows Live is dead. So no chance (and thanks god for that) GTA 5 will use it.

Remember the GTA V .XML file from the Xbox 360 version that contained references to a PC version? The same file from the PS3 version also has a lot of beta changelogs and detailed bug reports left over, including reports tied to PC, DX11 and x64.
Pastebin didn't let me post anything larger than 500kB, so I used Tinypaste for the full XML file.

The good bits
TL;DR:
• 985459 – PC - [PT][PB] Crash - > game_win32_beta_dx11.exe!strRequest::Release() Line 47 + 0xf bytes C++
• 614622 - [LB][PT][LDS][DX11] Blooms too much on smog weather setting.
• 632447 - [PC] All the phones are very dark and hard to read
• 496009 - [PC] Debug picker seems to be non-functional
• (no x64 prebuild cover) – Boot checks completed only.
• Base AudioCL#s: Playstation 3 and XBOX: 3772801; PC CL 3773483
Also, a worrying line, further confirming RMTs (click for explanation) :
• 1423784-PT - Transition from store to GTAO failed after buying RMT cash
The first version, b9348, was dated 2009-04-20. Bug reports become more and more detailed during 2011.
Other tidbits:
• 995837 - [PT] All items dropped by peds and packages explode when shot
• 959616 - When firing the RPG, the rocket instantly explodes and kills the player
• 1475836 - [PT] Stunt plane spawned slightly in the ground and exploded when player got control
• 385829 / 388040 - Physics issues (asserts, slowdown & flying peds/vehs).
• In vehicle control change -- hold L1 to aim, press R1 to fire. Hand-braking is disabled when aiming

Nice code bits, so basically the PC version will fully support DirectX11, 2k Textures, plus many Advanced Effects superior to the console counterparts!

wellllllll its like this 1 billion from last gen .... 1 billion from next gen and another 1 billion from DLC [combined sales from new and last gen] .... then we get a PC version just like we did with GTA4

Rockstar have presumably pushed 20+ million units on 360/PS3 to date. Sony has said they are targeting shifting 5 million PS4s by March, which seems a tad optimistic, but let's assume they hit that mark and so does the Xbone. That's a total install base of 10 mil. Assuming 100% attach rate, you'd still be well short of the magic billion mark (and that's after months of sales, assuming Rockstar shoot for a Xmas release). Hence why they are focusing on the 360/PS3. With a combined install base in the order of 150 million units, even a relatively low attach rate makes for easy money.
