If you don' mean just actual random FPS drops but these prolong slutters or, rather/even, micro-freezes then I doubt GSYNC will do anything, these related to UE3 resource streaming mechanism I think, when it pre-loads data from HDD. May be SSD could help here, I dunno.

Follow the link and check the graph. GTX 660Ti outperforms 25% more expensive GTX670 and same-priced 760.
I did some tests: with settings recommended from nvidia I'm getting 30-25FPS. Disabling PhysX speeds it up to 44-47FPS. Enabling any kind of tier 2 AA (TXAA high/MSAA 4x) kills any setup.
Haven't tried all low yet.

In addition to the xml file where the game stores the various settings ( C:\Users\USERNAME\Documents\WB Games\Batman Arkham Origins\ ) there's also the usual UE3 ini file, they are not encrypted in this game so tweaking is possible.
( C:\Program Files (x86)\Steam\SteamApps\Common\Batman Arkham Origins\SinglePlayer\BMGame\Config - It's the Bm ini files and the User ini files, rest are part of the defaults and should be left alone. )
EDIT: Useful to for example alter the cache for texture streaming, setting the framerate smoothing on or off and such.

1. Lower where? In DX11 DoF aspect? I changed it to see how it affects FPS - it doesn't. At all. Like really, FPS counter is in the same range here.
2. Are you trying to say that new driver will give me ~20 FPS boost? Or there is any other value besides +2/3? Please specify.
My tests are irrelevant in ANY case because these are personal stats for MY system.
