Skyrim doesn't seem restricted the way Dishonored is. I own ROW versions of both games on Steam and I can't buy Dishonored DLC in Poland, but I can buy Skyrim DLC.
EDIT: Actually Dishonored is ROW, Skyrim is US, don't know if it matters.

Dawnguard is better than Dragonborn imo

You'll get it at 75% at the winter sale on steam. Was 75% with the previous one. Only dragonborn was 50%.

That's what Valve wrote in the email they've sent, the autumn sale discounts will be equal to the winter sale discounts. So yes, I'm pretty sure unless Bethesda personally asked to increase the discount during the winter sale.
