If you have CM or any 'more secure' OS installed, it just means your OS isn't tracking.
You still need to connect to the cellular network, so your cellular provider still knows exactly where you are.
It is much easier for governments to deal with communications companies that probably already have government contracts.
There is no real way to escape this, apart from using 'burner phones' and prepaid sims with no identifying logins to any system.
