Because they can't.
Their per-clock performance is way, way too far behind Intel, there's no way they can build an acceptable pure CPU part. It'll be way too big, way too hot and/or way too power consuming.
But for the segment they're putting these things in, they're very competitive thanks to the brilliant GPU performance with that little power. Intel is the one trailing behind there.

Meeh I hate these weak-ass CPUs. You absolutely need good single-thread performance, everything else is an extra.
My c2d e8400 @ 3.3ghz for the fucking win.

A very cheap but more than capable APU would be glorious for an arcade build and since I'm in the planning stages right now, pondering taking the idea commercially as an earner, the more it can save on production the better 
).
