tried moving it by hand ?
but it's not disconnected... afterall it spins for a moment.
Maybe get the card in other pcie slot to be sure?
also another thing. Go to ati ccc and overdrive. Set fan speed manually. The fan speed is on 100% before hitting windows logo. Then ccc takes the control of fan speed. Maybe drivers borked ?

continuing to boot on the system will take around 10-15 seconds and then turning on the CC and all. Will it not damage the GPu as the fans arent working and overheat the chip??
This forum deserves a better troll, and I am gonna give it to'em....

I wouldn't want to wait until the system boots up either. How did you know that you had such a problem?
First of all, I'd remove the power plug and detach the card from the mobo, get some q-tips and clean the fans thoroughly. They put the card back and see if it works

Not sure, but it shouldnt overheat just on desktop since the clocks are lowered and default fans speed is 40% in ccc.
You can monitor tempereatures in ccc overdrive so You will keep and eye there, when testing

Believe me, I can tell from experience that my CPU became so hot without the fan that I could not complete the start up at all, wouldn't want to stress my GPU like that :/

Well if it spins on initial boot, the fan itself is fine, which points to a software issue. Any overclocking software active?

This might sound stupid but try spinning up the fan with your hand... I had a similar issue with my 4870X2...

just do what kc said.
It won`t overheat.
My guess - it`s just not spinning because temp is to low. fan speed is set very low - maybe to low to get the fan working. It most likely will start when the gpu gets warmer.
But booting it up and trying in ccc wont do any harm even without the fan spinning.
Edit:
Well - lol January 6th... I am tired. So, did you find a reason/solution?
