Certain times of the day seem quiet, and some areas are just dead. Whatever covenant you are with can also change the frequency, some are geared toward PVP which means you'd get far fewer summon signs appearing.
Your current soul level also affects available players to summon, or players to summon you and some people only seem to want to summona certain type of build.

Looking at your dexterity stat I assume that you're a bow player. If you play the DLC first, you'll find the strongest bow in the game (AFAIK, never bothered with bows myself). That could help you to defeat the kings.

Yep just get some kind of ranged attack either bow either soul arrow (is about 1500 souls to buy , and you need an extra dexteity as well... i don't recommend soul arrow in your build tho) they are piss easy to take down with ranged attacks (the entire game is really easy with ranged stuff ) I'm assuming you're talking about the Four Kings
i am looking into my 3rd playthrough and need some advice
my first playthrough was with black knight sword, hevy/light armor mix and wood grain ring. SO basically damage and roll.
replay which was on pc was almost totally tank build. Fantastic and slow black knight greatsword. full elite knight armor. medium roll.
both had pyromancer as starting class and involved heavy usage of iron skin during bosses.
Now I can either do toally most heavy playthrough with greatclub, axe or smth. no magic, slow roll. dual handed tank OR I could try ranged mage? Something like pyromancer or stuff like that. How is magic build? I it feasible and possible toplay with mage wielding some projectiles like fireball, soul arrows etc? how?

lol, arent you already bored with weapons? going heavy with slow roll is imo the most boring way of playing DS. go full mage, at least it will be something different. my last playthrough was mage, after getting stuff from the swamps its quite easy and throwing spells is a nice change from traditional DS play. just be sure that you wont rush too fast to S & O cuz without some high dmg spells this fight is fucking absurd with mage. i`ve went there too fast, killed super S but i wanted O for the armor.
all you wanna do is obtain that red armor set from the swamps and youre ready just read the wiki for spell locations
Melee is never boring for me. Trying sorcerer for now and soul arrow is really easy in early game it seems.
btw. I don't remember having this problem before but cant get rid of some aliasing. dsfix is set to 4k render and 1080p output, fullscreen to 1 and smaa to 4 but I still see aliasing, which I dont remember seeing couple months ago... not sure what is going on. maybe its my imagination because the aliasing is minimal. and the game is stuttering even tho I am playing on ssd. what

Just go Sorcerer and have some fun , i played only Warrior and Knight and the knight is kind of boring after 5-ish hours ... i did not finished the game with the Knight i gave up after Ornstein and Smough i got really bored of it But i started as a mage now and is really fun tho ... kind of easy IMO but very fun You can play the sorcerer a bit as a warrior whom happens to have magic with awe robes and a big ass sword like i did ( Crimson Set is really easy to get even early game and is a really really good set for a sorcerer if you want a set ... i myself used the crimson set early then change it for better stuff once i get them witch was >spoiler ahead >
Spoiler:
Witch Cloak , Crown of Dusk , Havel's Gauntlets , Crimson Waistcloth the only thing i didn't changed from crimson.. damn that piece is awesome and the Moonlight Greatsword that thing is really awesome IMO
i think the sorcerer is really fun and you should try it before DS2 when everyone will go melee again at least i'll go
out of sig inspiration for the moment
