My buddy and I upgraded from normal to expert and we have been through two acts and into Act V and haven't seen a Death's Breath yet. Even soloing, starting on a new game and well into Act 2, I haven't seen one drop.

that's pretty unfortunate. I leveled from 60-70 on expert and saw multiple drops.

I assume those green set items/recipes are more prevalent at 60+ as well?

They can drop regardless although the ingredients for them might be more difficult to acquire since you need level 61+ components and usually a special core item plus a normal quality item of the same type as the crafted item.
(IE you need a normal ascended helm to create that legendary helm but you also need the gold and crafting components plus one special component that can drop from a certain monster, could even be a boss.)
EDIT: Actually with the scaling I believe the monster needs to be level 61+ as well which means your character needs to be at that level.

Rofl, reached 1.2m profile dps (as in unbuffed/no paragon points/no nothing and i'm not even abusing zunis boots+witching hour i'd prolly be in top 10 dps on dprogress if i did) - 1.8m dps ingame.. with 80% fire damage/30% to my cluster arrow and pretty much critting 40m+ with dw setup on my DH.
T4 elite packs melting in a couple of seconds, don't even need to empty my hatred bar (playing with a monk friend as well in the party though 0 damage but he does provide palm+cyclone <3)
Loving the Danetta's set. Allows me to vault almost for free.. like 50 vaults before i run out of hatred which means i can use punishment for even more CA spam.

Dat Danetta's has some sick DPS on them. Just OP as fuck if you compare them to other 1handed items. My friend has 2600 damage on one of it, and 2450 on the other... That's just sick and OP if you ask me.
Got the Magefist to start a fire monk. It's now just to roll lightning damage on my bracers to fire damage and get a Burning Axe of Sankis. Some fire damage on amys, and it'll be pretty good. I'm sitting on buffed 11m toughness(1220 all res-8.5k armor-430k hp). 700k profile dps is good for now, but the next stop is to complete the Hollowed set and get all res+attack speed from it. The other piece of Shenlong would be good too. I haven't been lucky on that matter so far though.
She looks so cool!

I found Balefire Caster with 2716 DPS with for the love of god, I can't get a socket on it sadly. I already tried 10 times but no luck so far. The costs just keep on rising each time!

I'm trying to figure out the impact of items with "*DAMAGE TYPE* skills do x% more damage" combined with other items that have "*SKILL TYPE* does more damage".
For example, if I have items that give my Cold Skills a cumulative bonus of let's say 30%, and other items that give my Arcane Orb Skill a bonus of 15%, would the correct way to figure damage from Frozen Orb be -
393% (base) x 1.30 (cold bonus) x 1.15 (arcane orb bonus) = 587% actual damage?
I need to know because I'm at the point on my Wizard where I have to weigh trading crit chance for my specific skill bonuses on my gear.
For example, I sacrificed quite a bit of DPS via sacrificing crit chance (going from 930k to 870k), which is about 9%, for a 19% damage bonus to cold skills. It seems like it was worth it, but I wanna make sure it's not just some placebo effect. 
I can never be free, because the shackles I wear can't be touched or be seen.

10000 dps + 30% = 130dps + 15% = 14950dps
10000 dps + 15% = 115dps + 30% = 14950dps
yeah, it's really a bitch ^^. Anyway, it doesn't matter how you add % to a value, as long as it is cumulative.
so if your orb does 10000 damage and you have 30% to cold and 15% to orb, you'll always end up with .. 14950 damage (in this example).

Just test it and see how you fare. I've given up with calculating and just have put it to practice.
I was at around 850k paper DPS and did poorly with my crusader on T1. 1.9 Million crits max. Then I stacked about 60%+ elemental damage and 30%+ on my generator and another 20%+ on my spender. I'm at 720k paper, 38% crit and 410k crit damage now.
5-10 million crits flying everywhere on my generator and spender alone. Meaning, without buffs from skills (goes even higher obviously due to skills and procs from gear). I was finally able to do T2 at a good speed and T3 at an acceptable one.
Took some insane gear though. I'm pretty sure if I'd give it to my Barb, he'd fare even better. Way better.
So stacking elemental should be even more insane for the fotm.

This is a big gripe of mine as well. There isn't even any fucking PVP, so why nerf things. Honestly, I don't see how some of you guys have so much good loot unless you have played non-stop since release. I haven't found shit as far as legendary items are concerned and the game has some serious flaws. I mean, there really is no "end game" other than Nephalim Rifhts, which are pretty lackluster. The crafting system is dumb and a pain in the ass, almost to the point of being useless. The loot, while much improved and having a chance to actually drop now, is still uninspiring to say the least. Don't get me wrong. The game is a hell of a lot better than it was, but it's still a laughable effort by Blizzard considering the amount of time and resources they've had since the game came out.
