It's a typical "lost technology" fantasy thing, Valyria is gone in this case. It also needs dragon fire, dragons were thought to be extinct etc. It's the GRR Martin version of "longsword +5".
Not sure if they need dragon fire. If they needed dragon fire to forge swords, they would also need dragon fire to smelt and reforge. What they did with ice was more or less smelting and crafting 2 new swords so. If they said they needed dragon fire to do it, wildfire would be an acceptable replacement for real dragonfire as wildfire is magically created and burns so much hotter than normal fire.

The actual creation of Valyrian steel requires "magic". So someone might know how to work it, but not create new material.

well locke did it of his own accord to be precise, after all the boltons are vassals of house stark and naturally enemies of the lannisters. the only reason lord bolton sides with tywin is so his house can become the rulers of the north with the starks out of the way
