in the end it all depends whether i really want to play it monday/tuesday midnight, and whether there are plenty of leaked videos and framerate reports beforehand.
i just need one short fucking video of someone running around the street, shooting up some people, with framerate counter running.

You shouldn't expect anything more than 30 fps anyway. And someone posted an uncompressed video (not the youtube version , the other link same vid but its compressed on YT) last page. One of them is 3:35 and pretty much shows what you are asking. No FPS counter but it look somewhat stable.
Small sample size though

nah i dont expect anything above 30, i just want to know if we get consistent 30 fps or wavering 25-30 with frequent drops, its difficult to precisely make this out on the gameplay videos posted so far, since some suffer of bad encoding etc.
i can handle rare and short drops below 30 fps, but a game that constantly runs at 28 fps or less is a deal breaker for me.

Dude I really don't understand you. I mean, if you cannot tell what the framerate is like from a good quality HD video capture, then why do you care what a little number at the top says?

i can tell the framerate from a good 60 fps video capture where i can see the game´s real framerate, but most of these videos released have slight skips here and there where i dont know if its due to bad encoding or a framedrop.
its difficult to discern the true framerate from a video, thats why i need either an analysis or a demo.
