It's the new turbofeminist "buzzword" they throw about to designate females that have active roles in the world and are able to make their own choices or be "in charge of their surroundings", rather than being a tool to be used by men or living in a world where they have no control or say. I find the overuse of the word, and the insinuation of persecution, to be hilarious - especially since it's almost always used as a hashtag by the Tumblr/Twitter generation
