Well partially they can be excused on the fact that this is an older game(3 year old, and I bet concept and development makes it 5 year old), it gets released like a new one but then you get slapped in the face and you have to deal with mechanics that are already surpassed.
Especially when you played GW2 before, you kind of go: ffs, innovate already

Short answer: westernizing the game. (Trion been actively working on it for 6 months now, with some organizing a year ago)
For example:
Korean text on everything to English, can't just use translate machine since they have to rewrite stuff to make sense (like stories, references, cultural stuff,jokes,...).
Voice overs in English
Changing: items, game mechanics, cash shop... so it caters to a western public.
Tweaking the labor system.
Russian version was out sooner, because they found a publisher faster over there + there wasn't as much changed as they planned with a version for the Western market.

For voice, they could had left it and added subtitles. Its always much better than the crap we usually get.

eh no thanks, ill take my english voice overs thankyou very much=P So far they havent been bad at all in my experience. Especially the nui male story voice over guy was terrific.
Having an option to revert to subs+korean voices would be nice for the so inclined, maybe as a seperate download. but then again then they would have to add subs for the korean stuff (as im sure its diff then just a straight translation) which means extra dev time

I wouldn't mind if the voice was kept Korean, I usually don't watch dubbed movies so I'd be fine either way.

Yeah, it's what they were aiming for at least, but I don't see them getting ready for it. Wouldn't be the first MMO released before it was ready tho

Make sure you chose US or EU beta on the upper right corner in the client, by default Alfa is selected and it can give an error like that or one that you are not eligible for the beta. 
Still showing as offline for me on both US and EU beta.
