Going by the current beta (Will have to see how it is for the upcoming beta 2) then for 75+ FPS in Elite at higher settings you'd either have to sacrifice AA or go SLI/Crossfire.
If you want to save a bit you could also go for the non-X version of the 290, less than a 10% performance gain but you do save a bit though if you do need the best possible FPS you'd go for the full model.
(I'm using the non-X model of this at the moment - not listed on that website -, cost was around 4300 SEK - http://www.alternate.nl/SAPPHIRE/VAPOR-X-R9-290X-4GB-GDDR5-TRI-X-OC-%2811226-09-40G%29-grafische-kaart/html/product/1139698?tk=7&lk=9365 - full mode was priced at 5400 SEK. )
Can't help much with Nvidia recommendations, for the performance you seek the 780Ti is a bit too big of a difference compared to the regular 780 (But I could be remembering wrong.) and stuff like the Titan Black using the full GK 100 or so chip are priced at around a 1000 Euro which is pretty high. (The Gigabyte model you linked to seems good to me, reviews are favorably as well so it's just the price that could be a issue.)

Your CPU is absolutely fine, the Sandy Bridge architecture is a great one and if you take the time to look for some benchmarks, you will see the difference in FPS between SB and Haswell is somewhere in the single digits. The only real benefit of Z87/Z97 are the connectivity ports. But you can solve that, to some extent, by grabbing a Z77/H77(sp?) board in the far future. After further googling your board up, I think there might be some issues with the PCI Express 2.0 card slot, as the 295x2 runs in CF. while it might be fine on 3.0 with a 8x8 conf, the 2.0 bus might be a little too slow, tho you shouldn't heed my word on this as I have never crossfired or sli'd any cards on PCI Express 2.0.

its far from upgrade time.... maybe just get new cpu. Any other part wont speed up anything.
Any wtf bother with sli/cf setups? Just get one powerfull card. As for cpu. Absolutely no need to get new one until we have real intel 8 cores cpus

Do NOT get a new CPU. The i7-2600k is *magnificent* and will NOT struggle or hold back any device you put in your system. The only thing to upgrade on the system is definitely the GPU, since the 6950 is getting long in the tooth and you'll see the best result from getting a new card. Probably best to wait for the 880 though, see what happens with the market prices then.

Right now? 780 or R9-290. The 780ti is better but far more costly so the price/performance is less tempting, same with the 290x.
