but I am using chrome+magic and even with ie without addons it's the same. maybe its upnp problem or something.

Its probably a slowdown on your ISP ran CDN server. The issue with sites like youtube is that ISPs dont want to pay extra to their peering partners for the huge amounts of data needed to get the content to you, so they cache is locally (within their network) on a CDN. However, most ISPs barely run themselves let alone trying to do CDN too..
VPN out of your ISP network and you'll probably see the issue disappear - or watch less popular videos that wont be cached locally..

vpns are slowest thing ever. Not a good idea

Depends what VPN.. It goes as fast as your bandwidth and the VPN bandwidth allows. Mines fantastic..

Factory resetted the router and this is getting really weird.
Only google services are really slow. Even gmail barely loads. Same with youtube or search. but stuff like giantbomb html5 hd video works great.
Also... my internet connection drops sometimes and I have to reset the router. Don;t know if factory reset fixed that but google services still work like shit. wtf
