The second season intro looks darker, gloomier. More shots with grey skies. Even in the ending the congress building looks less illuminated.
Coincide with the darker tone of the second season maybe?

It's not uniform. Some shots have clear sky while the previous season has many clouds casting shadows. Some night scenes are actually more illuminated, or illuminated differently, making the other shots, which are shot for shot, seem out of place and inconsistent in their dark sky.
