I would say that this has been planned years ago. All this bs about supporting mods with steamworks was a ploy to earn peoples trust. And by buying good PR from gaming sites, Valve really thought they were infallible. Gamers are not the mindless idiots they were presumed to be. So apparently over 1000 people have bought that random armor set for $2 or whatever. The set isn't even ingame you have to use the console to get it lol. People are fucking retarded and that's why companies do this kind of shit. They know its exploitation but why would they care about public opinion when people bend over while giving you money? I absolutely do not agree with TB's view on the pay for mod thing. I think it is short-sighted and to much of a realist view of things, which in my opinion is the antithesis of modding.
Modders have been making mods without the expectation of money for years. Of course it is better if you can make a living or just some money out of it, but it is always better when you make money out of anything you do. So even knowing they don't make money modding, people have been doing it regardless. So what changed? Nothing. Valve have been pushing premium mods in the name of pc gaming for quite a while now and it is disgusting. People complain about Blizzard making real money auction house and take cut from it greedy. That was 15%, on items that are not even created by the player. Here we are talking 75% from actual creators. Regardless of how much Bethesda actually get, that is still 75% of it not going to the content creator. Tell me how that is fair.
I would rather pay subscription for Nexus because they are actually running the site, monitoring it, and their income is limited on membership and ads. Valve? Now a retailer that dominates the PC gaming market thinking they can do whatever they want. They even have the audacity to expect players be the one curating the mods. Even if Bethesda really is taking 50% of the cut, this premium mod system is so broken I will solely put the blame on Valve's utter arrogance and greed. With so much power and money, they are still running their company with less than 500 employee. Where the hell are all the money going?
I'm just going to end up going on endless tangents at this point. TLDR: Fuck Valve.

It's the reason valve integrated mods via steam in the first place. Many thought it was Gabe looking after all things PC when it was done solely for financial gain which we are seeing now.

250$ goes to creator. Since it exceed minimal requirement in 100$ he will receive this money by the end of Valve's business month, when they issue payments to steamworks partners.
750$ goes to valve, where 500$ will be issued to publisher they have contract with.
In short, 1/2 for every big side/party.
And that's just 1 mod. In 2 days. 250$ for 2 days for old mod or a quickie - not bad.
And that's just a profit for the "creator".
Question is - will this really encourage to creator make make expensive QUALITY mods or shitloads of recolors by cheap price.

Alternatively, they just can put a "force check local data" which trigger every now and then on pay modded enabled games :
- custom mods are history and need to be reinstalled again, again and again.
Like I said, it is the end of modding if it stay like this.

Donate button is the way to go, but off course this mean way less profit for Valve/Bethesda.
I even got asked a few times to put a donation button for one of my Mod for KSP (which has been downloaded around 250K times and counting) and I didn't.
For me money has to stay away from Mods, if it doesn't, bad things will happen soon or later.

Valve wants complete monopoly over PC gaming like it's their console and forcing mods onto Steam is a big step in that direction. Them making an easy buck for doing nothing is just a bonus, but they don't seem to realize it will all but kill modding for future games if they do it.
