Do I like the culture... nope, but I can see the stereotype as being comedic just like the hillbilly psychopath one or the washed up mid life crisis one.
I think with Franky, they've done it even better. He's struggling between two worlds and changes his behaviour to it. It's only a tenth of what San Andreas had to offer (now that one could be tiresome at times, but still a good game ).

It's boring indeed and annoying too. But I don't mind having this theme in fictional worlds as a movie or a videogame as long as it's backed with decent story elements.

Might be at the car-impound, I haven't fished them out from there myself but I read people saying you can get them from there (for a small fee).
