Been like that with Bethesda games since ages ago. They've perfected this model and their way to get away with such kind of crap and look good at the same time. People pray to boring raw mess like Skyrim. They are stupid enough to do not understand that they bought full-priced "game template". And Bethesda does not worry about the sales because original development price for the "template" was insanely low and they know that the community eventually boost up sales dramatically with its modes and fixes and content.
It may be a bit slower than immediate sale model but long-time and works flawlessly.
EA, paid mods, unfinished games as full ones - that's modern gaming.
It is funny how core-indiegame development scene (I'm not talking about quick cashgrab "indies" that are forever EA on Steam) is now turning from innovative part the industry in the part that will most likely preserve old game development model (at some degree).
