I've only almost finished watching S1 of Arrow (will finish it tomorrow) and it seems that this is a world where superheroes did not exist prior to Arrow.
In Supergirl's world Superman has existed for years as far as I understand.
So they cannot be set in the same universe unless they disregard the canon.
