Actually, that's one of the few sorts of mods this tool does enable. Switching the models at least. Although it seems like their conversion to FBX is kind of fucked up from my brief examination.
The modding "tools" right now are just capable of altering existing game parameters, you can't create whole new "content" as best I understand it. Replace models, tweak XMLs, etc, but you can't seem to add entirely new functionality to the game. It's a tweak kit, not exactly on the level of REDkit in TW2 or that of the Bethesda games.
Witcher 2 saw a editor release known as REDKit (For Witcher 1 it was called Djinn.) though as with Witcher 1 (And now Witcher 3) it came fairly late after the games release and it's not as streamlined as say the TES creation kit, more like a small SDK.
TW1's Djinni editor was great. Almost 7 years later there are still mods in development for the game. Redkit was a disaster because it was too complex. CDPR didn't know how to create a proper one at the time. Now they probably decided it's not worth it and it would bite them in the ass.

Quest-breaking bugs were the biggest deal in 1.07, performance has already improved a lot since release. Unless they broke something again I don't think this will get significantly better with 1.09.

If only the issues were limited to some quests, there are still many issues with the game world and general scripting
I even came across an issue related to a quest on the current patch where getting rid of a certain storm made the ocean water completely flat (here's what it's supposed to look like). No matter how many times I restart the game, go to new areas and come back, or do anything else, it seems to be stuck now. Plus music stops playing whenever I load my save game.
There are TONNES of visual anomalies (broken animations, hands/objects missing, whale diving animation is still broken, grass in the middle of the ocean and so on) but after ~8 patches, I doubt they'll ever be fixed in this 'regular' edition.
Are you using any mods? Your game sounds like it's broken as hell.

It's not "my" game, it's "the" game. I've been playing it on 2 PCs. If the saves are somehow broken or causing bugs (highly convenient and improbable) then it was the game that would have done it. The game is unfinished. I don't care how big or good it is, it's still riddled with bugs, probably more than TW1 or TW2 in my experience (though less game breaking). I bet I could load it up now, take a video, and point out numerous things. It's very consistent with its broken and buggy elements. I'm not discounting the good things, but the buggy stuff is really pissing me off.
Especially with things like the boat and when combat is initiated. Geralt becomes an unresponsive mannequin unless you do what the game expects you to do - fire bolts again and again. If you simply want to stand up (to jump out, or to use signs/attacks) you can sometimes press the button to do so dozens of times yet he remains stuck sitting there, and then because he's stuck you can't even fire bolts. Or when you don't actually touch objects yet your boat becomes damaged because you're near enough. Or when you get out of your boat and sink straight to the bottom of the ocean and suffocate before you can swim back to the top. After hours of doing the same thing in this broken state it gets on your nerves.

Mostly they are just visual bugs and don't really interfere with you playing the game, at least for me they are not a big problem.
Did have a few sidequests that broke for me, but that doesn't stop anyone from completing the game. Main quests were all fine for me so far.

I have not seen ANY of the issues you mentioned, and I've completed the game twice, logging 200+ hours.
(I haven't played AFTER patch 1.05)
I've seen PLENTY of the issues he mentioned (and many more besides) and I've completed the game a single time, logging 195 hours. This is from 1.0 through to 1.06 which came out just before I finished. It doesn't matter whether "you" or anyone else has been unrealistically lucky to have escaped every single bug, the fact remains; the game is massively buggy. Factually, not subjectively, CDPR hasn't put out 8 enormous patches just because they were bored. There seems to be a pervasive attitude about bugs in this game, or most games really, where people are far too quick to say "not me! I didn't see any! must be you!" whenever the subject comes up
What's the point of saying "not me!"? How does that help anybody?
