From steam, if you can't preorder steam hardware then it means your country is not supported. Not all countries can pre order steam hardware.

Has anyone seen a decently priced (~30euro/34USD) MGS:Phantom Pain steam key? - All the non-VPN required keys are like 50 euro, been a while since i've payed more than 30 euro for a new game.
Only seen a russian version at 22euro, which says that a VPN is required to play as well, i can't be bothered with that.
