Meeeeh, just got an answer from the GMG staff, regarding russian purchases:

As Steam gift doesn't work either, i guess i might buy it instead from cdkeys.com probably.
When they key from GMG really turns out region locked, i don't want to wait days or weeks for Steam to remove the game again, so i can redeem another key.

You probably will be able to redeem the key just fine. Only after activation you might see what you just unlocked: For example "Fallout 4 RU". :O

Yes, you're probably right.
GMG spoke about possibly delivering keys one or two days early for pre-loading.
If it doesn't let me activate, then that speaks for itself, too.

unless he is in russia or cis, he won't be redeeming that region locked subid without vpn, so that will be a dead giveway right away.

Yes, I will find out quickly -if- they give me a key in advance.
Bob bought already released games and they were reedemable, it is about time we test pre-ordering, too. So I can do that now. Could be stricter just because its Fallout 4 but I don't know how it works. Whatever it is, it is not random, meaning there's no luck factor here.

i yarred it recently, it's better than black ops 2's campaign, but advanced warfare destroys it. and it's the least optimized cod game of all.
